Right after Lula’s inauguration defense minister Jose Viegas told people the military will be more focused on civilian problems rather than national problems. Their new roles were to combat drug trafficking, organized crime, and environmental violations. Yet the issue lies within the people not truly understanding what role the military is used for. They are conditioned to think that the military is there to protect them yet the majority of the people do not know that the military is unequipped to do so. They are not trained in aiding communities. They are trained to kill and annihilate the enemy by any means necessary, not to collect legal evidence and go to trial to capture criminals. By not specifically defining a chain of command it leaves too much room open for casualties. They are only there for psychological effects because within the military security there has been an increase in civilian deaths and also an increase in organized crime. Lula now runs the threat of miscommunication between military and government and too much government security threatens democracy and civilian order.
